With rumours rife that South Devon is the children’s home capital of the country, it should be more shocking that according to an Ofsted report on children’s social services, nearly a quarter were not up to scratch, so says Public Finance magazine.
Of the 102 out of the 150 councils investigated, four were ‘inadequate’ and 23 others weren’t much better. The reason for this failure to deliver for some of the most vulnerable children, it seems, is lack of inter-agency communication, a focus on schools, and, of course, funding. Cornwall received an ‘inadequate’ rating - but Devon did not.
And this is after the Every Child Matters programme. Hmm, makes you wonder what’s going to become of the care homes.
