A plot of land at Lloyd Avenue in Torquay could be designated an official village green, protecting it from future development.
If the proposal goes through, it will be the first village green registered in Torbay under new legislation which came into force two years ago.
The bid was made by Michael Hughes, who has lived opposite the green for more than 40 years.
He and neighbours have used the land for parties, games, Jubilee celebrations and socialising over many years.
His claim is supported by 16 other statements, the majority with more than 20 years’ personal knowledge of use of the land.
If the site is registered as a green, it protects the site for community use and would prevent development.
