The fight was against it and included printing a pre-paid postcard for everyone to send back if they were in favour of the status quo and absolutely no discussion of alternatives allowed - the presumption was that the electorate would want what the ruling group wants. Why would East Devon want the status quo? Because a bunch of very, very unregenerated Tories has the district by the short and ... and wants to keep it that way.
