Ivybridge District Councillor, and the town’s representative on Devon County Council is Roger Croad. Fair enough – he’s obviously into public service. But what happens when the District Councillor Croad comes into loggerheads with County Councillor Croad? It could happen over the positioning of an incinerator near the town centre, for example.
It would be made even worse if County Councillor Croad holds the waste portfolio and is responsible for incineration in Devon, and if he is the chair of South West Waste Partnerships, the council body looking for an incinerator location in South Devon.
What can District Councillor Croad do to ensure his electorate’s views are heard by County Councillor Croad?
And how do they both ensure the town’s voice is heard by those who want to put an incinerator on their doorstep – the county councillor who holds the waste portfolio, for example.
Be good if they could all get together and convince someone on the body looking to put incinerators in South Devon that their community has concerns over the positioning of it near the town.
Wait a minute… they’re all the same person!
Phew, thank goodness for that, it means that the people of Ivybridge will have their views represented at the highest level.

There seems to be contradictory priorities running through this scenario. And it is allowed by the current system. Being in charge of waste, Cllr Croad was duty-bound to find a site for an incinerator, but being an Ivybridge representative he was duty-bound to tell all he knew to his constituents… isn’t that how it works?
Labour Prospective Parliamentary Candidate for South West Devon, who raised the issue of the incinerator in Ivybridge, has called for Cllr Croad to resign from his waste portfolio on Devon County Council.
