<p>I listened in disbelief to the radio as a Downing Street spokesman described windpower as a cost-effective energy source! If this is true, then why is it necessary for this Government to subsidise the construction and operation of these wind turbines?</p>
<p><span id="more-27745"></span>In 2009-10, wind energy companies received over £520 million in subsidies, which came not from a special government fund but from a surcharge on our business and domestic electricity bills. This Renewable Obligation Charge currently adds £26 to everyone’s annual electricity bill and this is predicted to increase to £50 by 2016.</p>
<p>There could well be good environmental reasons for supporting windpower development – but in truth I am not able to think of all that many. Let us, however, not kid ourselves that it is a cost-effective source of electrical energy.</p>
<p>There are two major electricity generation projects proposed for the South West which bear comparison – the Atlantic Array offshore wind turbine farm and the Hinkley Point C nuclear power station. Each will cost around £5 billion to construct and have the capacity to produce approximately 1,500 megawatts of electrical power. However, Hinkley C has a working life of up to 60 years and capacity for electrical energy output of over 80%, while the Atlantic Array will only have a working life of 25 years and struggle to achieve 20% electricity output.</p>
<p>If we are seeking a cost-effective investment then it is clear that the privately-financed Hinkley C nuclear power station has the edge over the Atlantic Array which will continue to require subsidies from electricity consumers. The answer is still not blowing in the wind even if the Downing Street spokesman is adding a puff!</p>

<p>The current economic crisis seems to be bandied around quite a bit, but it&#8217;s not been mentioned on the issue of weekly bin collection. Instead, that has been cited as a &#8216;basic right&#8217; by the bombastically hyperbolic Communities Secretary Eric Pickles.</p>
<p><span id="more-27690"></span>But do people want weekly bin collections? The £250 million sweetener from Eric&#8217;s office is just the tip of the spending iceberg for councils&#8217; weekly collections, and even that could be better spent – the much debated and damaging benefit reform offers a saving of £270 million.</p>
<p>In Teignbridge – one of the consistently top recycling districts in the country – there&#8217;s an alternating bin collection of household waste one week and recycling waste the next.</p>
<p>We asked South Devon&#8217;s green supremo Cllr Gordon Hook what his view is on the issue.</p>
<p>Gordon said: &#8220;We [the Lib Dems] are nearing the end of a Teignbridge wide survey on this very issue. By a large margin (more than three to one) residents who have responded have come out clearly in favour of the status quo, ie no change required, the current system is working very well. A change to a weekly collection has been budgeted at approximately £1.7m, I have to say, most unlikely even if wanted in the current climate.</p>
<p>&#8220;My view is that the scheme works well by and large and if it ain&#8217;t bust, don&#8217;t fix it.</p>
<p>&#8220;Individual problems do arise with certain residents from time to time, particularly in the summer months, but officers are available to help and give advice and in that way most if not all problems are addressed.&#8221;</p>

<p>Times of late are harder, and there is a groundswell embracing thrift as never before. &#8216;Make do and mend&#8217; was the way our parents were brought up; with collars being turned, clothes and shoes being mended, toys doing the rounds of the extended family, but who darns a sock these days? When they can be bought for peanuts, imported from Bangladesh, no one is going to waste time darning.</p>
<p><span id="more-27567"></span>There isn&#8217;t a need to completely revert to our grandparents era and habits, but we would do well to adopt a few of their practices. My grandmother had salted away a small fortune – enough to buy a house in some parts of the country – saved just from her housekeeping money each month during her marriage.  She and my grandfather never wasted a thing.</p>
<p>Waste of food, money, energy and resources is all too common these days.  Food waste has fallen – FALLEN! – to just over 7 million tonnes, a value of over £12 billion per year. We leave lights on, appliances on standby, the average number of chargers for phones, mp3s and laptops etc in each house must be into double figures. We could certainly manage some small changes to save our own money and energy into the bargain.</p>
<p>If there is time to shop around, then often local shops are cheaper for individual items than supermarkets with their misleading special offers. This is not an option for many full-time workers, so plan your shop – make a list and stick to it.</p>
<p>Using leftovers has become more fashionable, and meal planning for a week in advance will help a family cut down on supermarket spend. Use the same ingredients in a couple of meals, rather than throwing out half tubs of yoghurt or cream – even the hard bits of cheese can be put into savory puddings or used in omelets.</p>
<p>Some waste can be used as domestic compost for the garden and, on a much larger scale, by using an anaerobic digester, one council has plans to turn waste food into fertiliser and electricity, but the bottom line is to not buy what you don&#8217;t need.</p>
<p>Gas and electricity prices almost never go down and last winter&#8217;s freeze hit everyone hard. It&#8217;s easy to stay with the same old suppliers but making a small effort to change to <a title="Green energy" href="http://www.goodenergy.co.uk/">green energy</a> can have a great impact on the environment and it also feels good to know that you’re doing your bit to make the world a better place! There loads of <a title="Renewable energy companies in the UK" href="http://www.goodenergy.co.uk/switch/where-our-energy-comes-from">renewable energy companies in the UK</a>!</p>
<p>As well as changing to a greener supplier, you could also think about boiling the kettle with only as much water as you need, switching to low energy light bulbs, turning off lights when not using the room, and the thermostat down a degree or two. Televisions and the paraphernalia of digi-boxes, DVD players and surround-sound system need not be left on standby all day and night.</p>

<p>Newton Abbot will have new sheep graving land at its Churchills Local Nature Reserve with the help of a £8,957 funding boost from the <a title="The SITA trust" href="http://www.sitatrust.org.uk/">SITA Trust</a>.</p>
<p><span id="more-27390"></span>With the funding a special sheep-grazing area will be created at the reserve, which is set on the hillsides of Highweek and provides an important lowland limestone grassland, a priority habitat for wildflowers and lots of local wildlife, including the Marbled White Butterfly.</p>
<p>The reserve&#8217;s steep slopes make cutting the long grass difficult, and to help protect flora, fauna and wildlife the council wants to return to the traditional method of letting sheep keep the long grass in check.</p>
<p>The project means new fencing for the area, helping keep the animals safe during the two periods of the year when they’ll be brought in to trim the grass.</p>
<p>The sheep will be brought on to the land in March – April and September – October each year as long as ground conditions allow, helping maintain an ideal grass height.  The sheep are owned and cared for by a local farmer.</p>
<p>The council is contributing £1,030 towards the project, which is expected to be complete by mid February.</p>

<p>The Devon Wildlife Trust is looking for people to volunteer as marine wardens at Wembury Marine Centre for this summer.</p>
<p><span id="more-27374"></span>There are three full time posts available. The volunteer placements run throughout the summer months providing training and work experience for people interested in careers associated with marine wildlife.</p>
<p>Tamasine Addie, Devon Wildlife Trust’s marine awareness officer, who will be running the centre in South Devon this season, said: “Volunteers are essential at Wembury to keep the Marine Centre running and to help us teach people about the importance of the marine environment. This is an ideal opportunity for people looking to gain valuable skills for their CV and to help give something back to the local environment.”</p>
<p>The assistant marine wardens volunteer from April to September and work alongside the marine awareness officer organising and leading public events such as rockpool rambles or guided walks, working with schools, liaising with the local community, promoting marine campaigns and publicising the Centre and associated Voluntary Marine Conservation Area.</p>
<p>Ideally volunteers should have a qualification or experience in marine conservation, marine biology or similar. Knowledge of the South West coastline and an ability to engage with a range of different user groups would be desirable.</p>

<p>The South West Green Party has called for the ConDem government to support British egg farmers and stop condoning the importation of illegal battery cage eggs into the UK</p>
<p><span id="more-27348"></span>British egg producers have invested £400m on phasing out barren battery cages to meet the requirements of EU legislation which came into force on January 1, 2012.</p>
<p>However, 13 other EU member states have failed to get some 50m hen houses in order.</p>
<p>Yet the Government’s Department for Environment, Food and Rural Affairs (DEFRA) has said it does not plan to check imported egg products or products containing eggs. Instead the UK will be relying on a voluntary food industry ban to keep illegally produced eggs out of the country.</p>
<p>Emma Pruen, who sits on the National Executive of the Green Party and lives on a farm in Somerset, said: &#8220;It’s outrageous that the EU ban on the sale of eggs from barren battery cages isn’t being enforced, and that the UK Government has chosen to turn a blind eye to processed egg imports from non-compliant countries.</p>
<p>&#8220;There is already a legal requirement for proper supporting documentation of all egg and egg related products entering the UK, they just need to ask to see it. We also have a standard traceability procedure operating here and across Europe, so it is there is no reason whatsoever for the Government not to do the decent thing.”</p>
<p>The British Egg Industry Council says: &#8220;We&#8217;re asking the government to conduct proper checks of imported eggs, egg products and products containing eggs entering UK ports, egg packing stations, processing plants, importers and wholesalers. Otherwise, UK consumers could be eating eggs from illegal battery hens and British egg producers will be seriously undermined, with the possible loss of thousands of jobs.&#8221;</p>
<p>The Green Party would like to see the egg industry switch to entirely free-range systems, but welcomes introduction of the new ‘enriched’ cages as an improvement on barren battery cages.  The majority of British people think shops should stop selling cage eggs, or products containing them, even if it meant prices may go up, found the RSPCA in recent research.</p>
<p>Although as a nation we have all been buying more cage-free eggs, the majority of eggs we eat are hidden in foods such as cakes, quiche and mayonnaise, which do not have to be labelled.</p>

<p>The Environment Agency are giving people the opportunity to make final comments on the draft permit and decision document for the incinerator with energy recovery proposed for Devonport Dockyard, Plymouth.</p>
<p><span id="more-27219"></span>In December 2011, the Agency completed its technical determination of MVV Environment Devonport Ltd’s application for an incinerator at North Yard and concluded it was minded to issue a permit to the operator MVV Environment Devonport Ltd.</p>
<p>This meant the Agency is satisfied, based on the information provided, that the proposed facility will be constructed and operated in a way that will not harm human health or significantly pollute the environment.</p>
<p>A draft permit and draft decision documenthave now been published, and these show theconditionsand how the Agency reached its decision.</p>
<p>The two draftdocuments are published before the Agency makes its final decision to allow any new information to be considered or any factual errors to be corrected.</p>
<p>The Environment Agency is also running a public consultation surgery so people can see and discuss the draft permit and draft decision document. This will be held between 1.30pm and 6.30pm on Monday, January  16 at Tamar View Community Centre, Miers Close, St Budeaux, Plymouth, PL5 1DJ.</p>
<p>&#8220;The aim of this surgery is to give people in the area the opportunity to speak to our officers about the draft permit and draft decision document and find out how we reached the decision and how they can now respond,&#8221; said Chris James for the Environment Agency.</p>
<p>&#8220;We will be running a question and answer sessions about the draft permit on the hour at 2pm, 3pm, 4pm and 5pm. There will also be officers available to answer questions throughout the session on other subjects such as regulation, environmental impact, biodiversity and health.&#8221;</p>
<p>The Environment Agency has received many responses from members of the public and other organisations during the public consultation and technical determination period and these have been taken into account during the decision making process.</p>
<p>People do not have to attend the public surgery in order to respond to the consultation, which closes on Friday, February 3.</p>
<p>MVV needs planning permission from Plymouth City Council (PCC) and an environmental permit from the Environment Agency to operate the facility.</p>
<p>The draft permit and draft decision document can be viewed on the <a title="Environment Agency" href="http://www.peoplesrepublicofsouthdevon.co.uk/2012/01/05/2012-will-be-the-year-of-tea/">Environment Agency website</a>. People can comment by writing to: Permitting Support Centre, Quadrant 2, 99 Parkway Avenue, Sheffield, S9 4WF and quoting the reference number EPR/WP3833FT on all submissions.</p>

<p>Government plans to slash incentive payments for householders who install solar panels were on Wednesday ruled &#8220;legally flawed&#8221; by a high court judge. The ruling opens the door for a judicial review that could force the government to delay its plans, potentially allowing thousands more people to claim the higher subsidy.</p>
<p>The judgment comes after a challenge by Friends of the Earth and two solar companies who argued that the <a title="" href="http://www.guardian.co.uk/environment/2011/oct/28/solar-subsidies-cut-half">government&#8217;s decision</a> to cut the <a title="" href="http://www.guardian.co.uk/environment/2010/apr/30/feed-in-tariff">feed-in tariff</a> from 43.3p to 21p with only a few weeks&#8217; notice was premature and unlawful, and had led to unfinished or planned projects being abandoned.</p>
<p>The judgment, made by Mr Justice Mitting after a two-day court hearing, comes hours before two powerful committees of MPs are due to release their report on the government&#8217;s handling of the solar subsidy. The environment audit committee and energy committee are expected to add to government&#8217;s humiliation by saying it was &#8220;clumsy&#8221; and had threatened the survival of a nascent industry promising thousands of jobs.</p>
<p>Many thousands of individuals, farmers, councils and community groups had applied to install solar PV to take advantage of the generous subsidy which had been set deliberately high when <a href="http://www.guardian.co.uk/money/2010/apr/01/feed-in-tariff-green-energy">the scheme launched in April 2010</a>, to encourage people to invest.</p>
<p>But the government <a title="" href="http://www.guardian.co.uk/environment/2011/oct/31/feed-in-tariff-cuts-industry">announced in October</a> that it would cut the subsidy with effect from 12 December. This was 11 days before the consultation ended.</p>
<p>The judge&#8217;s decision was hailed as a major victory by green campaigners and the solar industry, after firms warned that the scale and pace of the proposed cuts would have a crippling effect on the sector resulting in thousands of job losses.</p>
<p>Mitting said the minister was proposing to make an unlawful decision.</p>
<p>Friends of the Earth&#8217;s executive director, Andy Atkins, said: &#8220;These botched and illegal plans have cast a huge shadow over the solar industry, jeopardising thousands of jobs. We hope this ruling will prevent ministers rushing through damaging changes to clean energy subsidies – giving solar firms a much-needed confidence boost.</p>
<p>Howard Johns, chairman of the Solar Trade Association, said the high court decision gives hope to the 29,000 people currently employed in the industry throughout the country.</p>
<p>&#8220;The feed-in tariff cuts are madness. The facts are clear, the public want to see more solar power, but politicians have signed off proposals to deliver a lot less.&#8221;</p>
<p>&#8220;The government has acted unlawfully and it is right that they are held to account. Now they need to act to rectify the damage, raise the ambition and work with industry to get solar in the UK back on track. We are happy to have cuts but not if they kill the industry.&#8221;</p>
<p>Lawyers for the Department of Energy and Climate Change immediately moved to apply for permission to appeal the judge&#8217;s ruling.</p>

<p>South Devon primary schools have been sowing the seeds of environmental awareness with their pupils thanks to a competition run by Teignbridge District Council in partnership with Tesco.</p>
<p><span id="more-26977"></span>The competition sought out schools with sustainable garden aspirations, asking teachers to work with pupils to come up with new ideas for sustainable school eco-gardens and descriptions of how sustainable any existing gardens were and how they could improve.</p>
<p>Rydon Primary School in Kingsteignton scooped the top prize of a £50 garden voucher to develop their garden. Judges were impressed by their use of planters made from recycled plastic bottles and used tyres, along with the use of vegetables from the garden in school meals, with more vegetables being sold to parents. They make compost on their site and use a water butt.</p>
<p>Second place Kenton Primary School won a water butt, gardening tools, seeds and compost, while third place Christow Primary School won a home compost bin, gardening tools, seeds and compost.</p>
<p>Teignbridge District Council ran the competition, which was judged by Executive Member for Environmental Services Cllr Kevin Lake, Waste Education Officer Tracey Fey, and Tesco’s community champion Janette Parker. Tesco’s Kingsteignton store donated prizes to the competition.</p>
<p>The judges visited the schools this month to present the prizes, meet teachers and pupils and see their gardens first hand.</p>

<p>The Environment Agency is minded to issue an environmental permit to MVV Environment Devonport Ltd’s application for an incinerator at North Yard, Devonport in Plymouth.</p>
<p><span id="more-26914"></span>The agency is satisfied that the proposed facility will be constructed and operated in a way that will not significantly pollute the environment or harm human health.</p>
<p>Several responses from the public and other organisations have been received during the public consultation and technical determination period and this feedback has been taken into consideration during the draft decision-making process and these are also reflected in the draft decision document.</p>
<p>The Environment Agency will now publish a draft decision document and draft permit.</p>
<p>&#8220;The draft documents show what conditions we have included within our draft decision and how we made our draft decision,&#8221; said Chris James for the Environment Agency.</p>
<p>The draft permit and decision document will be available for formal public scrutiny and comment before the Agency makes its final decision. This will run until Friday, February 3 2012. The consultation has been extended beyond the normal four-week period to take account of the Christmas and New Year holidays.</p>
<p>&#8220;If we receive any relevant new information during this period we may alter the conditions of the permit. If the information we receive is substantial it could cause us to review our decision to issue a permit and we will be holding a public drop-in after Christmas to allow people to view the documents and ask us questions regarding the draft permit,&#8221; added Chris.</p>
<p>MVV Environment Devonport Ltd. submitted its planning application to Plymouth City Council during May 2011. It is the responsibility of the council to decide whether to grant planning permission. The planning committee are due to hear the application at their meeting on December 22, 2011.</p>
<p>The plant can only be built and operated once the operator has secured both an environmental permit and planning permission.</p>

<p>Award-winning chef and proprietor of ODE restaurant, Tim Bouget, has been announced by Teignbridge District Council as its preferred bidder for The Ness Stables in Shaldon.</p>
<p><span id="more-26793"></span>Subject to planning, the former stable buildings will be transformed into an eco-friendly café following the same sustainable footprints as ODE which was recently given the highest rating to date by the Sustainable Restaurant Association.</p>
<p>The yet to be named café plans to serve family-friendly fare using quality regional and seasonal ingredients, offering both indoor and outdoor seating in addition to take-aways so that customers can picnic on the nearby Ness Cove Beach and the village River Beach.</p>
<p>The Ness Stables is situated in a prime tourist location with stunning views of the South Devon coast. The first phase of the build and renovations are due to begin early next year expecting to welcome its first customers in April 2012.</p>
<p>Tim Bouget said, “I am delighted, serving high quality, sustainably-sourced food is at the heart of our ethos at ODE, and through this exciting new venture we’ll be expanding on this for locals and tourists alike, providing quality family food just a stone’s throw from the village centre.</p>
<p>&#8220;The new café represents a substantial investment in the area, and will create a number of full time and part time jobs.”</p>
<p>The stables have been owned by Teignbridge District Council, which has been looking for a suitable buyer as part of its review of its local assets.</p>

<p>Plymouth University  staff and students who volunteer via the Students’ Union have swapped pens for pitch forks to create its first allotment plot.</p>
<p><span id="more-26773"></span>It’s part of the institution&#8217;s commitment to the Plymouth Food Charter, which aims to educate people about the food they eat and where it comes from.</p>
<p>Jenny Bushrod said: “By supporting local growers and producers, we can create a more sustainable city, bringing fresh food to the table. It is also a good way to encourage better eating habits when you look at the statistics of around a fifth of adults in the UK being classed as obese and that number continuing to rise.”</p>
<p>Food charters have been set up in cities around the world and Plymouth’s arm has been supported by various organisations in the city including the NHS, the city council, the National Trust and the university.</p>
<p>This latest initiative is aimed at encouraging students and staff to come together to grow their own vegetables, promoting a better awareness of healthy eating and a healthy lifestyle.</p>
<p>Organiser of the allotment project and head of Sport and Recreation, Lesley Coulton, said: “Those taking part will not only reap the benefits in supporting the Food Charter, they will also be able to feel the difference of working outside in the fresh air, injecting a fun approach to exercise.”</p>
<p>Plymouth has over 30 hectares of allotment land across the city divided into just under 500 full-sized plots, and around 800 half-plots. The council has cleared an area in the Central Park allotments for the university, offering its support to the initiative, as well as a range of similar community projects.</p>
