Given the media tumult surrounding the Iranian presidential elections, accusations of stolen votes and an inflammatory cultural split, one might be tempted to say that, by comparison, political passions in Britain are either dying, dead or extinct. </p>
<p><span id="more-6373"></span></p>
<p>Contrast how tepid and lazy we look next to these guys. They don’t feel that the winning ticket is representative, and so they invest their hearts and risk their lives by taking to the streets in their thousands to say so. By comparison, and after decades of being ideologically shunted between the centre and the far-right by two illusory red and blue factions, we just roll over and present our behinds and our livelihoods to whomever is brandishing the lube tube. </p>
<p>Granted, this wasn’t a general election and most are turned-off by Europe because, in all honesty, too few of us are truly informed enough to understand the real implications of the Lisbon Treaty as it stands. What’s more, can an economic bureaucracy like the European Parliament ever look like an arousing or alluring phenomenon? Isn’t there something else on? Can’t we all gawk at some terminally-ill celebrity undergoing chemotherapy instead?</p>
<p>Europe aside, this creeping voter apathy will probably gain momentum, as more and more of us resign ourselves to abject powerlessness and/or misguided protest votes. The recent MPs&#8217; expenses debacle has certainly tickled our anger buds (evidently, it seems that the British are more prone to hate a scrounger than a war criminal/torture apologist/authoritarian creep) but the consensus is, that our ruling elite will soon roll out some new, corrective legislation and the nation’s boiling blood will inevitably cool. What a shame that would be. If we do get the election the majority of us so vehemently demand, can we even trust it to be free and fair? Will we all go back to sleep after the dust has settled and give the Tories a blank cheque mandate?</p>
<p>It is worth taking a retrospective look at our recent elections, now that we have the distance of hindsight. Not just for what the results tell us about the perceived rise in fascism or the death of the New Labour project or whatever else, but to examine the conduct of the polling itself. As more and more political bloggers seem to be invoking the term “Dark Arts” in their analyses of June 4, it seems that a disconcerting picture could still be emerging. Therefore,  I would like to relay what happened to me the week I went to the polls.</p>
<p>I live in a very quiet road in Preston (Paignton), tucked away behind the Shorton Valley within a friendly and supportive community. We have many neighbors who are elderly and, who by-and-large, are passionately-engaged voters who still cling to the lifeboat ideal of democracy. It was, after all, their generation’s young men who truly fought and died for this abstract concept. Since polling day, my partner and I have had many over-the-fence conversations with our neighbours and we’ve been able to compare our recent experiences with them. If  what we seem to be uncovering is a country-wide phenomenon, then ‘We The People’ are indeed entering the realms of the truly fantastical.</p>
<p>On Monday the 1st, I was returning from a meeting with Project Duvall out in Buckfastleigh. As I mentioned last week, they are a Devon-wide arts committee who meet every fortnight to discuss cultural projects and to lobby for potential funding. Overall, it had been a productive meeting up until my being very publicly sick again. Hence, I was feeling a bit jittery after an unpleasant and introspective drive back to Torbay. </p>
<p>As I pulled into my road, which is a cul-de-sac that branches off from a deathly steep hill, I forgot to drop gears and the car stalled. While fumbling with my keys in the bluish nine o’ clock twilight, I noticed an intense buzzing noise in the near distance. I couldn’t ascertain at first whether it was a far-off lawnmower or a close-by hornet, but it was indescribably high-pitched. Looking up the hill, where the local polling booth had just been erected, I noticed something no larger than a small suitcase suspended in the air and silhouetted against the bruising sky. It promptly zipped out of view with a weird serpentine confidence before I had any chance to get a lingering look. Dismissing the object as either another hallucination or an oddly-shaped night bird, I restarted my car and trundled to my driveway. As the night got thicker and followed me to bed, so too a sense of malicious, creeping dread.</p>
<p>In the earliest hours of the following morning, whilst I was shifting and turning in the throes of sleeplessness, the noise reappeared. Much, much louder this time. Opening my eyes, I watched a singular red dot of light centering itself on the bedroom curtains. It turned green momentarily and then back to red. I leaped from the bed and hurtled towards the window, yet, again it hurried off and the buzzing soon became distant. Elusive. Needless to say, I didn’t sleep a further wink and decided to get up at around seven.</p>
<p>On my way back from the newsagents that very same morning, I was invited to share a cider (Al fresco) with my good, kindly neighbour Hugh, who lives at number four. Hugh is a pensioner, originally from Rotherham, who served in the RAF for thirty or so years. When he retired from the ranks, he went into local-level politics as a Conservative councillor and spent four years there before leaving to work on his garden. A great conversationalist who never beats about the proverbial bush, Hugh managed to surprise even me when, after a short, comforting summer silence and a sup of cold apple gold, he asked: “So, have you seen The Drone yet?”</p>
<p>            “Drone?” I replied, unnerved. “What’s that then?”</p>
<p>            “Noisy bloody camera that’s been buzzing around the streets at night,” he wheezed with the corners of his mouth downturned. “Whatever next, eh?”</p>
<p>            “I saw it last night. Twice. It’s a camera?”</p>
<p>            “A floating, talking camera, aye. Did you not get the leaflet? The local Police are doing a trial with it.”</p>
<p>            “Why here? Unless of course they finally caught up with you nicking cuttings from Mrs. Frattelli’s Lobelia every summer.”</p>
<p>Hugh gave me the leaflet to study at home, which I did. The Drone is an unmanned CCTV camera with inbuilt facial recognition technology and sonar-based capabilities. Remarkably lightweight and agile, it is remotely accessed and controlled by the Police themselves and employs a series of tiny propulsive fans to hover about six feet from the ground. The Drone has been designed to combat anti-social behaviour, and is being trialed in six other counties up and down the land. Tossing the leaflet aside I went to my computer to write an email to the Devon and Cornwall Police Constabulary to air my concerns. I have since received a reply, effectively referring me to the IPCC. What’s the point?</p>
<p>Judith and I saw The Drone again that night. This time it was scanning the opposite side of the valley, hovering busily past a succession of living room windows, doing it’s red light/green light thing. Looking through walls no doubt. Perhaps not surprisingly, we both dreamed about the floating camera that night. I was so tired I slept right through.</p>
<p>Come Wednesday o’clock, and with the heady buzz of intimidating synthetic Police fading in our minds, we awoke to a loud and forceful knocking at the front door.</p>

<p>The Sounds of Young Plymouth are expected to be especially dulcet &#8211; that&#8217;s sweet – at the Plymouth Youth Music service annual concert in the Guildhall, Plymouth, on Saturday (January 24), from 6.30pm to 9pm.<span id="more-3420"></span></p>
<p>The concert features more than 200 young performers who have been working with Plymouth Youth Music Service, Plymouth Music Zone and the Soundhouse.</p>
<p>Barrie Mills, music tuition coordinator for the Plymouth Youth Music Service, told the PRSD: “This concert is a platform for all the city ensembles that the service supports and is a chance to see the best young musicians in Plymouth perform.</p>
<p>“Every year we get extra recruits as a result of this concert,” he said.</p>
<p>“The whole point is that our city ensembles offer opportunities for youngsters in schools to make progress. So we have junior and intermediate orchestras through which they can pass. And the variety of music that we can offer is incredible.”</p>
<p>Ben Ballard, project director of Plymouth Music Zone, said: “Together we are covering more and more in getting out there and getting children involved in music and the concert is a showcase for a lot of great work that is happening.”</p>

Wednesday 14th January, 2009.<br />
The latest report of what&#8217;s happening in Gaza from 33-year-old Totnes resident <strong>Jenny Linnell</strong>.</p>
<p>In an escalation of the ground offensive in the south of the Gaza Strip, Israeli forces terrorised the population of Khoza&#8217;a, a small rural community east of Khan Younis. They entered the area at about 3am on the morning of Tuesday, January 13 in an incursion lasting until Tuesday evening. This follows heavy missile strikes on Khoza&#8217;a in recent days, notably on Saturday, January 10.<span id="more-3336"></span></p>
<p>According to a local municipality official, approximately 50 homes were bulldozed along with farmland, olive and citrus groves. The scent of lemons could faintly be determined while navigating the wreckage, emanating from so many mangled trees. A family explained how their home was demolished with them inside it. They sheltered in the basement as the upper storeys were destroyed. Later they realised the basement itself was being attacked and narrowly missed being crushed to death by escaping through a small hole in the debris.</p>
<p>Iman Al-Najar was with her family in their home when military D-9 bulldozers began to demolish it. They managed to escape and Iman then encouraged some of her neighbours to try to leave the vicinity. The group of women were instructed by Israeli soldiers to leave by a particular street. They had children with them and carried white flags, yet when they reached the street Israeli special forces concealed in a building opened fire on them and shot 50 year-old Rowhiya Al-Najar. The other women desperately tried to rescue her but the gunfire was too heavy and they had to flee for their lives. An ambulance was also prevented from reaching her and she bled to death in the street.</p>
<p>Meanwhile, Iman and about 200 other residents whose homes had been destroyed had gathered near her uncle&#8217;s house which was protecting them to some degree from the shooting. However, this area in turn was also attacked. Iman described how the bulldozers began piling debris up around them, effectively creating a giant hole that they were standing in. They were literally about to be buried alive. By some miracle they managed to also escape from this situation by crawling on their hands and knees for about 150 metres. It was extremely difficult for them to move, especially with the injured and the elderly.</p>
<p>The terrified residents then sought sanctuary at a local UNRWA school. But when they got there missiles were being fired around it and they had to retreat. Finally they managed to leave the area entirely and walked several kilometres to where friends were able to pick them up. Iman&#8217;s 14-year-old brother Mohammed was missing for 12 hours and she feared he was dead. He had been detained by soldiers in a house along with a neighbour who had begged to be let out to find her children but was not allowed to do so. When the soldiers had shot Rowhiya Al-Najar, Mohammed said they had been singing and dancing and forced him to do the same. When he refused, they threatened to shoot him too.</p>
<p>&#8220;It was the hardest day of our lives,&#8221; repeated Iman over and over again. She had nothing left in the world but the clothes she was standing up in, but under the circumstances she was lucky to escape with her life. As in so many other parts of the Gaza Strip, the atrocities committed against civilians in Khoza&#8217;a amount to war crimes.</p>
<p>Missiles believed to contain white phosphor were deployed by the Israeli military during this attack. ISM volunteers photographed a fist-sized lump of flaming material found on the ground next to a burnt-out home. It was still burning from the previous day. The only way to extinguish it was to bury it, but it would instantly re-ignite if uncovered. It was giving off a thick grey smoke with a foul stench. Doctors at the Al Nasser Hospital in Khan Younis, which received 50 casualties that day from Khoza&#8217;a, described serious chemical burns and victims being covered in a white powder which continued to burn them. Many people were also suffering from serious breathing difficulties after inhaling smoke emitted by this weapon.</p>
<p>Dr Ahmed Almi, a member of the delegation of Egyptian doctors who finally gained entry to the strip to support Gazan hospitals during the crisis, outlined some of the most serious cases. Four of them died in the hospital after doctors battled to save them. He commented that some of the injuries were so horrific they must have been inflicted by abnormal munitions. He gave the example of a man who had been shot and sustained a small entry wound but massive exit wound, 40-50 cm wide. Thirteen people were killed overall during this incursion according to medical sources.</p>
<p>Before the Israeli war on Gaza began, the ISM team here had been working with the farming community in Khoza&#8217;a, accompanying local farmers as they succeeded to access their land to plant winter wheat. The IOF had prevented them from reaching their fields, in some cases for over five years. Israeli soldiers shot at them, even during the ceasefire. The same ceasefire which Israel claims was broken by Palestinians.</p>

<p>Now that the dust has settled on 2009, we thought we&#8217;d remind you of some of the most popular news, interviews and reviews from the South West that peppered the People&#8217;s Republic of South Devon during 2008. As you would expect, it&#8217;s a good mix of stories about art, the environment and current affairs, with a recipe thrown in for good measure.</p>
<p><span id="more-3209"></span> <a title="Hugh Fearnly Whittingstall in Totnes on What's on South West" href="http://www.peoplesrepublicofsouthdevon.co.uk/2008/10/28/how-does-my-garden-grow/" target="_blank">How does my garden grow</a>: The gardenshare project in Totnes has volunteers taking on other people&#8217;s gardens to grown vegetables and flowers, even attracting the interest of  Hugh Fearnley Whittingstall.</p>
<p><a title="Squirrel kebabs on the menu at Otterton Mill" href="http://www.peoplesrepublicofsouthdevon.co.uk/2008/10/27/squirrel-kebabs-on-the-menu" target="_blank">Squirrel kebabs on the menu</a>: Otterton Mill has been putting squirrel on the menu, it was a bit of a novelty when it started, but pretty soon we&#8217;ll all be eating it, along with the four and twenty blackbirds.</p>

<p>Today was pensions day &#8211; the 100th anniversary of the first state pension &#8211; and to celebrate the TUC has called the for the link between pensions and earnings to be restored.<br />

<p>On ‘Pensions Day’ one hundred years ago today (January 1, 1909) over half a million over 70s collected their first means-tested pension of up to five shillings (25p) or up to seven shillings and sixpence (37.5p) for married couples.</p>
<p>The link of pensions to earnings was abolished in 1980, and will be restored in 2012. A news from the TUC says that: &#8220;At present pensions are increased every April in line with the level of price inflation (RPI) the previous September. This means that pensioners will do better than in recent years next April, as pensions go up by five per cent to reflect last September&#8217;s relatively high inflation rate.</p>
<p>&#8220;But with most people expecting inflation to fall rapidly throughout 2009, it is possible that RPI could be close to zero or even negative next September, leaving pensioners to face a tiny increase in April 2010 – possibly just before a general election.&#8221;</p>
<p>And the economic assessment is: &#8220;While the recession may well depress earnings growth, most experts do not expect average wage increases to fall to anything like as low as RPI. Restoring the link to earnings or prices – whichever is higher – would ensure that pensioners get at least a modest increase in their pension at a time when many are suffering from very low rates of return on their savings.&#8221;</p>
<p>South West TUC Regional Secretary Nigel Costley told the PRSD: “Today we celebrate the 100th birthday of the first ever state pension – a crucial marker of any civilised society – and what better way to celebrate than restoring the link to earnings in the year ahead.</p>
<p>“Ministers deserve praise for already changing the law to allow this to happen in 2012. But they should bring forward the planned date, set well before the credit crunch turned the world upside down.</p>
<p>“Next year price inflation could even fall below zero which would leave pensioners to face a miserly increase in April 2010 if there is no change. Earnings growth is not going to take off next year so restoring the link will be affordable, and will avoid the political mistake of imposing a tiny pension increase in what could be an election year.”</p>

<p>Did you know that £48 million has been raised from the sale of Exeter Airport, and did you know that nearly all of it has been allocated already? Shucks.</p>
<p><span id="more-2273"></span>That said, there&#8217;s still around £927,000 knocking around through individual councillors, who were allocated £25,000 each to spend on projects in their own area.</p>
<p>The remainder of the £48 million has gone on the Lynton and Lynmouth Hydro-Electrical scheme, which will use water from the River Lyn to generate electricity, £100,000 towards the redevelopment of Matthew Hall in Topsham and £2.5 million for a new sports hall at Teignmouth Community College.</p>

<p>&#8216;Who said that young people aren&#8217;t into politics?&#8217; Posses the press release from Neil Parish MEP, which we will now rip off (you read it first here guys). &#8216;Well for one week, Jon Woodcraft, 17, an A-level student from Exmouth Community College, got the chance to see just how the European Union really works.</p>
<p><span id="more-1879"></span><br />
&#8216;Funded by a scheme run by Connexions to give young people the chance to discover where their career interests could lead them, Jon undertook a week’s work experience in the office of Neil Parish MEP in the European Parliament in Brussels.</p>
<p>&#8216;Jon spent time in high-level meetings of Parliament committees, met several ministers from across Europe and the US ambassador to the EU while also undertaking some serious data inputting!</p>
<p>&#8216;Speaking on his return to Exmouth, Jon said : “It really gave me an insight into the depth and breadth of issues the EU covers.</p>
<p>“The European Parliament debates topics from the conflict in Georgia Russia and Georgia to how the EU should provide statistics for the crop output for all the member states, conducted sometimes in up to 20 different languages!</p>
<p>&#8220;I found it a very useful experience and would very much like to work there in the future as it would give me a chance to use my languages in a political setting and be involved in one of the most influential intergovernmental bodies in the world.”</p>
<p>&#8216;Neil Parish, Conservative MEP for the South West commented: &#8220;I am always happy to give young people the chance to see how the EU really works and it was great that Jon seemed to get so much out of it.&#8221;&#8216;</p>

<p>Art-er, farm-er and South Devon blogg-er <a title="Check out Mopsa's blog" href="http://mopsa.blogspot.com/" target="_blank">Mopsa</a>, has been spitting cheese (bleurgh) at the <a title="Check out Mopsa's Small is Beautiful post" href="http://mopsa.blogspot.com/2008/07/small-is-beautiful.html" target="_blank">attitude that big is always beautiful in terms of food production</a>.</p>

<p>The conclusion, &#8220;small scale operations produce stuff that just can&#8217;t be bettered&#8221; and &#8220;we need both&#8221; (although it was put more elegantly), seems eminently sensible in terms of fighting the a sprawling grey homogenity of food, culture and thought.</p>
<p>Now for the usual mantra of buy local, buy ethical and be part of a healthy society.</p>
