<p>Occupy Exeter has moved on.   For the last few days we have been clearing and tidying Cathedral Green, and that process finished on Wednesday, February 8.</p>
<p><span id="more-27751"></span>  On Tuesday, February 7, we went to court to attend proceedings for possession by the cathedral. Summing up, the judge said “you bring credit to your cause in the way you’ve responded to these proceedings. No one can doubt the significance of your cause or your sincerity and passion”.</p>
<p>Bonzo the Public Repossession Clown and his posse will carry on taking new locations for Occupy to highlight the issue of homelessness in Exeter, as hubs for activism and a base for the Occupy Exeter movement.</p>
<p>Many buildings in Exeter are unused and rotting away to dereliction. The government is cutting housing benefits and threatens low-income families with the prospect of homelessness while at the same time homeless people often have to suffer sleeping in sub-zero temperatures on the street.</p>
<p>So now Occupy Exeter enters a new phase. A phase where we occupy our houses for a while. We will pop up where you least expect us. We will hold direct action on the High Street, bringing the spotlight firmly on corporate greed, bankers’ bonuses, tax dodging and the multiple failings of our economic and political system.</p>
<p>We will continue to hold General Assemblies (GAs) daily. Tuesdays we’ll be in the North Bridge Inn on St David’s Hill at 6pm. On Fridays we’ll be in Friends Meeting House off Magdalen Road at 6pm. On other days we’ll publicise locations on <a title="Occupy Exeter on Facebook" href="http://www.facebook.com/pages/Occupy-Exeter/177130495715039">Facebook</a>. We welcome everyone to attend our GAs, to join us in discussing, exploring and understanding the economic and political system and how we might reform it.</p>
<p>On Fridays we’ll continue our programme of free film showings at the Friends Meeting House at 7.30pm. This week we’re showing Zeitgeist, and A Scanner Darkly.</p>
<p>We are also continuing our Free University – lectures, workshops and discussions for all, with the slogan &#8216;Anyone can teach, everyone can learn&#8217;.</p>
<p>This Saturday, February 11, marks 13 weeks since we started our occupation – a quarter of a year. To mark the occasion, we will be holding an event that we’re calling Occ. Off the Green at noon. All old friends and new are welcome to come along – there will be music, fancy dress and celebrations, and we expect visits by a few special characters. After the celebrations there will be a General Assembly and maybe some Direct Action too!</p>
<p>It is time to refocus on the issues that brought us here in the first place – to oppose the cuts to the NHS and to the welfare system, and to make accountable the politicians, bankers, and the dangerous deregulation of the free market which has cost people their jobs, their homes, and their lives.</p>
<p>Economic inequality is growing faster in Britain than any other rich nation. The disparity between the poorest and the richest is the greatest it has been since 1918.   To stand for 99% is to stand for everyone who thinks that economic, legal and political equality are human rights, here in Exeter, nationally and globally. And to believe that if we act together, then we can transform this from a dream into a reality. But we must act now.</p>

<p>Live performance is all about bums on seats, and <a title="The Bike Shed Theatre, Exeter" href="http://www.bikeshedtheatre.co.uk/">The Bike Shed</a> Theatre, Exeter, has addressed the comfort of the former by improving the latter.</p>
<p><span id="more-27636"></span>A kind donation from Oldham Coliseum Theatre saw 60 beautiful, retro, second-hand, red, folding theatre chairs make their way into the Exeter theatre&#8217;s auditorium.</p>
<p>&#8216;These seats provide our theatre audiences with added cushioning, comfortable arm rests and greater leg room for an improved theatre experience,&#8217; a spokesperson for the Bike Shed said.</p>
<p>The old chairs have gone to Exeter&#8217;s <a title="Book Cycle" href="http://www.book-cycle.org/">Book Cycle</a> for indefinite storage.</p>

<p>At 3am this morning (Saturday, December 17) several fireworks were launched, aimed at the <a title="Occupy Exeter" href="http://occupyexeter.wordpress.com/">Occupy Exeter</a> camp and hitting the cathedral wall.</p>
<p><span id="more-27013"></span>At 3.30am another firework was thrown at a tent as its occupant slept. The Occupy Nightwatch team were able to respond immediately and alert the rest of the camp. The occupant was pulled from the smoke-filled tent by two other campers, and the tent suffered some burn damage. Another, unlit, firework was also recovered. All Occupiers<br />
are now safe and well.</p>
<p>The recovered fireworks were large commercial display fireworks. One witness described hearing several male voices, and the sound of several people running away, immediately prior to the fireworks being set off.</p>
<p>Directly afterwards, one member of the camp was assaulted, unprovoked, by a man who had previously been asked to leave due to several instances of disruptive behaviour and threats made towards other members of the camp.</p>
<p>The police were called and attended the scene.</p>

			<content:encoded><![CDATA[<g:plusone href="http://www.peoplesrepublicofsouthdevon.co.uk/2011/12/05/statement-to-exeter-city-council-planning-committee-on-behalf-of-the-save-the-st-thomas-library-campaign/"  size="small"   annotation="none"  ></g:plusone><p>In February 2010 the application to change the use of the existing library to a retail unit was refused (ref: 09/1248/03) on the grounds that the loss of the library would be contrary to Policies ST1 and ST3 of the Devon Structure Plan and the Community Services section of the Exeter Local Plan First Review. The particulars of the decision stated: “the loss of the existing library facility would result in the loss of a facility needed to support the community needs and provide a focus for community life”.</p>
<p><span id="more-26740"></span>Well what has changed? Nothing: these policies are still relevant and still apply.</p>
<p>The applicant states that ST1 and ST3 do not set out protection for existing facilities. But the Community Services section of the Exeter Local Plan First Review clearly does. The objectives here are (quote): “to protect and enhance existing community facilities.”</p>
<p>In April 2010 permission was granted for the replacement of the library with a new development of retail units on the ground floor and a library on the first floor (ref:09/2050/03).</p>
<p>This latest application before you tonight (ref: 11/1533/03) seeks to remove any provision of a community facility at the Exbridges Centre. The applicant suggests that this is because Devon County Council withdrew from negotiations. We know in truth that the County Council was forced to withdraw due to the high rent on offer by the site owners.</p>
<p>And in a statement that borders on the absurd, the applicant states that: “The application will not result in the loss of a library.” As the former library has been demolished and there is currently no library in St Thomas – either a temporary library or agreement about a permanent site for a library – and that a library was a condition of planning consent, this statement is just plain wrong.</p>
<p>As the Council have not identified and agreed alternative premises for a permanent library of a similar quality, capacity and accessibility granting permission to this application will result in the loss of a library and, as I have clearly identified, be contrary to both the Devon Structure Plan and the Exeter Local Plan First Review.</p>
<p>People in St Thomas and surrounding areas feel deeply misled. What we have witnessed is a strategic, systematic and underhand plan by the owners of the Exebridges Centre to gradually absolve themselves of any responsibility to provide a community facility at the site. It would appear the developer’s sole interest is to maximise revenue without recognising any responsibility to the local community.</p>
<p>You have plenty of other reasons why this application should be refused based on 71 objections received (refer to page 3 of the Agenda item 3: Representations) To highlight a few: the current site represents a sustainable location – close to shops and other services and with good public transport links; additional retail/restaurant is not needed in the area – indeed they could threaten a vibrant local economy with several successful small independent cafes and businesses.</p>
<p>So the decision before you this evening is quite clear: you must choose whether to put the commercial interests of a private company before the interests of the community or to put community needs and community life first. By refusing permission you will also be adhering to policies relating to community services and facilities agreed by both the County and City Councils.</p>

<p>A representative of the Save St Thomas Library Campaign will  urge councillors on Exeter City Council’s Planning Committee to turn down an application to convert the former library site into retail and restaurant units.</p>
<p><span id="more-26735"></span>Representative of the group, Andrew Bell, will deliver a three-minute statement to councillors outlining why they should oppose the planning application.</p>
<p>Andrew said: “People in St Thomas and surrounding areas feel deeply misled. What we have witnessed is a strategic, systematic and underhand plan by the owners of the Exebridges Centre to gradually absolve themselves of any responsibility to provide a community facility at the site.</p>
<p>&#8220;It would appear the developer’s sole interest is to maximise revenue without recognising any responsibility to the local community. The decision facing councillors this evening is quite clear. Either they put the commercial interests of a private company before the interests of the community or they reject the application and so put community needs and community life first.”</p>

<p>Later today (Thursday, December 1)  a small audience in Exeter&#8217;s Gallery 36 will be linked with a Munich apartment and online participants globally in an ecologically aware &#8216;house party&#8217; with a difference.</p>
<p><a title="make-shift" href="http://creative-catalyst.com/make-shift/?page_id=506"><span id="more-26653"></span>make-shift</a> is an intimate and unique networked performance that re-imagines the private actions of our domestic lives as multiple, interconnected and with global consequences. The event happens simultaneously between two ordinary houses and an online performance space available at www.make-shift.net to anyone around the world with internet access.</p>
<p>Devised by Paula Crutchlow (Devon-based performer and director) and Helen Varley Jamieson (New Zealand writer and cyberformer), make-shift relies on audience members to help stage the performance. Participants are asked to bring all the plastic they have used in the previous 24 hours to the event where they are invited to join in some easy games and tasks.</p>
<p>Paula and Helen guide the evening through elements of personal stories and experiences, webcam choreography, avatar puppetry and audience interaction. Everything that happens in the houses is streamed to online audiences who can also join in the activities and contribute text chat visible on the interface to everyone participating. The evening ends with a sharing of food in the houses and a discussion around the consequences of global connectivities and consumption.</p>
<p>Paula said: “The event uses everyday technologies to connect houses and people in different parts of the world to talk about the amount of &#8216;stuff&#8217; we produce and move around on a daily basis.</p>
<p>&#8220;It something most people feel guilty about but don&#8217;t feel they can really do much to change. In make-shift we try to get people from across the world speaking to each other about something that in the end effects us all. We don&#8217;t profess to have answers – just a desire to plant some food for thought.”</p>
<p>Helen said: “Our research was initially broad but when we started to narrow things down I became completely obsessed about plastic. It is such a valuable thing that we treat as if it were worth nothing.</p>
<p>&#8220;That research has lead to the idea of disposability, and what that means in our consumerist lifestyle at the smallest domestic level as well as globally. At the same time we are exploring disposability from a more philosophical perspective.”</p>
<p>Helen and Paula met in Wellington&#8217;s theatre scene in the mid-90s. After Paula returned to the UK in 1999 they remained in contact, and in 2010 began to conceive of a collaborative work that they could develop within the realities of their lives in different countries and time zones.</p>
<p>Helen said: “We wanted to create something that is highly portable, flexible and sustainable – but at the same time well crafted, and deeply engaging and provocative for audiences.”</p>
<p>Audiences for make-shift at Gallery 36 need to arrive at 8pm, booking is essential. The make-shift interface is screening live at 9pm as part of Two Short Nights so take your plastic along to the Black Box for an communal online experience of it all.</p>
<p>This make-shift event is the second in an Arts Council England-funded tour running until July 2012 connecting homes across the South West with homes and audiences in New Zealand, Australia, India, Germany, Holland and France.</p>
<p>The next performance is on Saturday, December 10 at 10am (UK time) between a house in Devon and a warehouse living space in Auckland, New Zealand. Check the website for further dates.</p>

<p>In support of Occupation Protests around the world, it is now Exeter’s turn to be part of the 99%. On Saturday, November 12, at noon, Exeter’s very own Occupation will begin with a demonstration on the High Street.<br />
The peaceful protest movement calls itself <a title="Occupy Exeter" href="http://occupyexeter.blogspot.com/">Occupy Exeter</a>, and is opposed to economic inequalities in society. It sees its role as not just one of protest, but as a platform for new ideas and the discussion of ways to move forward.</p>
<p>Group organiser Adam Brummitt said: &#8220;The strength of this movement lies in the broad, diverse spectrum of those whom political and economical irresponsibility has affected.</p>
<p>&#8220;It is by the sheer volume of our number that we hope to influence the current reigning power structures who have invited this public reaction with their negligence.&#8221;</p>
<p>Member Ghee Bowman said: &#8220;We’re not expressly anti capitalist – we’re just against unethical capitalism, capitalism without values or morals. Our ideas are continuing to evolve. We work in an inclusive way, where everyone’s opinion is welcomed and affirmed.”</p>
<p>Occupy Exeter currently has more than 200 members, and expects many more to turn out on Saturday for the gathering on the High Street. The group welcomes as many members as want to be involved.</p>
<p>First-time protestor Justin believes the time is right for such a protest in Exeter. “I believe that we are at a tipping point,&#8221; he said. &#8220;People have been pushed too far by recent events, such as the bank bailouts. I want people to understand that they are not powerless. The true meaning of democracy is that the power should be in the hands of the people.”</p>
<p>Occupy Exeter’s membership comprises individuals from many different backgrounds. As the slogan rightly suggests, 99% of people are affected by Britain’s economic downslide, from working people to students.</p>
<p>“The cuts to the NHS and social care, and recent privatisations of services, are disproportionately affecting those who are disabled or ill or elderly, people who are already struggling,” said member Katie Moudry.</p>
<p>“They are also placing a huge burden on doctors, social workers and benefits advisors who are trying to maintain the services with even fewer resources than they had before.</p>
<p>&#8220;The systems have gone into meltdown; it’s chaos. I want accountability for those who have created this situation by irresponsible and unregulated financial investment. People say &#8216;With great power comes great responsibility&#8217; and I want to say &#8216;You have had the power, now get the responsibility!&#8217;”</p>
<p>The Archbishop of Canterbury Rowan Williams recently described the huge support for the Occupy movements nationally as &#8216;the expression of a widespread and deep exasperation with the financial establishment. Occupy Exeter is not a political party, with a manifesto and a stance on everything. They are many individual  voices saying, &#8216;No, there must be a better way.&#8217;</p>

<p>The Heart of Exeter project from good buddy to the PRSD Volkhardt Muller has been extended past Exeter Open Studios, to Friday, November 11 – so you can pop in and help add to the search for the heart of Exeter.</p>
<p><span id="more-26153"></span>The live art and exhibition takes place at 89 South Street, and sees Volkhardt sculpting a 240×120cm image of Exeter, a print of which can be bought (once completed) from £2.50 – a mere snip. So far seven prints have been commissioned. And the sales will go towards the composition of the culmination of the work.</p>
<p>There&#8217;s also a video installation and other work for a piece which is planned to become a triptych to represent the city.</p>
<p>Over the weekend, Volkhardt said he&#8217;d been rewarded with a constant flow of interested and interesting visitors and good conversations.</p>
<p>While there you can also leave your thoughts where the Heart of Exeter actually is.</p>

<p>The much awaited reopening of Exeter&#8217;s Royal Albert Memorial Museum (RAMM) after a multi-million pound refurbishment reopens to the public on Thursday, December 15 after a four-year closure.</p>
<p><span id="more-26089"></span>Fully refurbished after a multi-million pound redevelopment, the new displays will showcase the collections and collectors that have helped RAMM to become one of Britain’s finest regional museums. They tell the story of Exeter and Devon from the prehistoric to the present but, more than a local museum, its internationally important world cultures and natural history collections also tell a story of global exploration and collecting in the 18th and 19th centuries.</p>
<p>The Victorian building on Queen Street has been repaired, refurbished and extended. Original architectural features have been revealed allowing visitors to experience the splendour of the original Victorian spaces and the extension includes a suite of modern, flexible exhibition galleries allowing RAMM to bring to the South West prestigious loans and exhibitions from national partners.</p>
<p>A new garden entrance links the Victorian museum to its historic surroundings and the neighbouring gardens. The area is one of only five sites classified by English Heritage as an Area of Archaeological Importance. This new entrance offers  easy access to the arts centre, library and castle. A new bridge from the entrance leads visitors to the Roman wall and panoramic views of the gardens and the city.</p>
<p>The RAMM&#8217;s programme of exhibitions includes <strong>Into the Light</strong> is an exhibition of French and British painting from Impressionism to the early 1920s. It includes paintings by Monet, Renoir, Stanhope Forbes and Pissarro. The exhibition, <strong>The Road to Rome: Artists and Travellers on the Grand Tour</strong> follows John Rolle Walter’s journey through Italy and explores the wider history of the 18th century Grand Tour. An exhibition from the Royal Collection features the extraordinary photographs of Roger Fenton (1819-69) and Julia Margaret Cameron (1815-79) two of Britain’s most accomplished early photographers.</p>
<p>The all-round sensory experience will be enhanced by four new contemporary works by Maria Lalic, Nicky Hirst, Michelle McKinney and Blast Theory.</p>
<p>RAMM will be open 10am to 5pm every day except Mondays and bank holidays and entry will still be free.</p>

<p>For the sixth year Exeter artists will be opening their doors to the public for <a title="Exeter Open Studios" href="http://exeteropenstudios.co.uk/">Exeter’s Open Studios</a> event which runs from  November 4-6.</p>
<p><span id="more-25939"></span>Studios, homes and gallery spaces will be open over the three days around the city, with artists welcoming local people and visitors to see their work.</p>
<p>A huge range of art-forms will be on show this year, from Anthony Blenkinsopp’s traditional Russian icons, Ben Yates’s  miniature cityscapes made from circuit boards inside acrylic and glass coffee tables to the delicate handmade ceramics and jewelry of Ann Cope in Topsham. While out at Marsh Barton Exeter’s only artists’ studio complex, EVA Studios, is also opening its doors, with over 14 artists and makers under one roof. With over 40 participating artists this years’ Exeter Open Studios will definitely have something for everyone.</p>
<p>This year some of the artists will be offering workshops and demonstrations of their craft during the three days. These include, print making, exploring paper pulp, 2D and 3D animation and oil painting techniques.</p>
<p>Exeter Open Studios is an artist led event and hold an annual fundraising auction of work specially created by the participating artists. This year the auction took place at Real Foods and over £700 was raised.</p>
<p>Look out for the free full colour guides with artist, venue and opening time details plus maps from tourist information centres, shops, libraries and other venues in and around Exeter.</p>

<p>Benjamin Zephaniah, one of the nation’s favourite performance poet, is set for a rare visit to the South West, when he travels to attend the South West Christmas Festival in Exeter on Sunday, November 27.</p>
<p><span id="more-25856"></span>Benjamin&#8217;s dramatic life has seen him rise from a 13-year-old school leaver in Birmingham to receive 14 honorary doctorates to date. He has become a close and respected associate of Nelson Mandela, a popular broadcaster, and a tireless campaigner for human and animal rights. He has refused an OBE and provided the inspiration for a whole generation of British rappers.</p>
<p>Benjamin will be reading poems (at around noon), signing books and chatting with visitors for much of the day.</p>
<p>The pioneering, eco-friendly Christmas Without Cruelty Festival offers visitors the chance to buy Christmas cards and innovative, cruelty-free gifts in the sure knowledge that they are supporting good causes and creative local companies.</p>
<p>Products will range from fairtrade clothes and jewellery to cosmetics and skin care products, handmade chocolates, games for children, wildlife photographs and Devon grown olive trees.</p>
<p>Mark Gold, who is organising the festival for Animal Aid, said: &#8220;We’re particularly thrilled that Benjamin Zephaniah has kindly agreed to join us this year and add another great attraction to our popular festival. He is the perfect guest for us, representing everything that the festival is about.</p>
<p>&#8220;His visit is a sure sign of how we have really built the event up over the last four years and it’s been wonderful to see increasing numbers of visitors seeking to buy imaginative and unique presents for their family and friends.</p>
<p>&#8220;It’s part of the ethos of the festival to keep admission free, so that people can spend everything they can afford at the stalls. At the same time, we want them to feel they’ve had a special day out, so we also have a fabulous restaurant and great live music – as well as Benjamin’s guest appearance, of course.&#8221;</p>
